Ripple expands RLUSD access as volume softens
Ripple has moved to strengthen institutional tooling and compliance for its dollar stablecoin RLUSD by launching Ripple Mint and making a strategic investment in compliance provider Notabene. By reducing manual reconciliation work and offering API-driven automation, Ripple Mint targets the operational pain points that often slow institutional stablecoin adoption, such as batch processing, accounting, and chain-to-chain transfer orchestration.

Notabene integration strengthens compliance for RLUSD payments
Ripple's undisclosed strategic investment in Notabene pairs RLUSD with a compliance-focused payments network that already connects more than 2,300 institutions across over 100 jurisdictions and processes north of $2 trillion in annualized transaction volume. The integration will make RLUSD available inside Notabene Flow, a platform that enforces identity checks, counterparty information capture and transaction approvals prior to onchain movement.
Why compliance layers matter
For banks, payment processors and regulated firms, the Travel Rule and stricter AML/KYC expectations are often barriers to stablecoin adoption. Notabene Flow provides pre-transfer checks and authorization workflows that can slot into institutional payment flows, enabling firms to send RLUSD with clearer compliance signals. Ripple’s stablecoin leadership said institutional adoption requires more than settlement rails, underscoring that compliance tooling is essential for regulated participants.
Multichain rollout and native transfers
Ripple has broadened RLUSD availability beyond the XRP Ledger and Ethereum by leveraging Wormhole's Native Token Transfers framework. RLUSD now supports native movement to or from the XRPL EVM sidechain, Base, Optimism, Ink, Unichain and many others — touching more than 40 networks in total. The design moves RLUSD natively across chains rather than issuing separate wrapped variants, which can simplify liquidity and reduce custodial complexity.
Use cases and network dependencies
Ripple positions RLUSD and XRP to serve distinct but complementary roles across exchanges, payments and DeFi: RLUSD as a dollar unit of account and collateral; XRP for settlement and onchain liquidity. Real-world activity on each chain will depend on exchange integrations, market-maker support and user demand rather than mere technical availability.
On-chain metrics: mixed signals for RLUSD adoption
Usage data presents a nuanced picture. As of July 16, Ripple's reserve page reported $1.51 billion in circulating RLUSD and $1.62 billion held in reserves, with monthly attestations confirming backing by cash, cash equivalents and U.S. Treasuries. Yet a July 24 snapshot showed monthly transfer volume sliding to roughly $10.95 billion, down about 25% from $14.6 billion the prior month. Market value dipped nearly 5% while holder counts rose about 6% and active addresses climbed 70%.
Related trading activity has continued to build as well: Evernorth reported that RLUSD trading on the XRP Ledger exceeded $2.5 billion since launch, including roughly $900 million through the RLUSD/XRP pair over six months. Ripple and SBI also launched RLUSD in Japan after local approvals, opening another regulated distribution channel.
Interpreting the drop in transfer volume
Stablecoin transfer volume is sensitive to a range of factors: exchange inflows and outflows, treasury reallocations, market-maker strategies and large bespoke institutional transactions. A rolling 30-day metric may decline even as user participation grows if the size or frequency of transfers changes. The recent fall in transfer volume shows supply and wallet growth do not automatically translate into higher payment velocity.
What this means for institutional stablecoin adoption
Ripple Mint addresses operational frictions by offering programmatic controls, reconciliation aids and multisided settlement support. Notabene brings a compliance pathway that regulated financial firms often require before adopting stablecoins for payments. Together, the two initiatives tackle both the operational and regulatory dimensions of institutional stablecoin use.
But the crucial test will be sustained payment and settlement volume. Ripple has not disclosed pricing for Ripple Mint, adoption targets, or a timeline for reporting customer-driven volume metrics. For RLUSD to become a mainstream institutional payment rail, the market will look for signs that these new tools produce steady increases in transaction value and integration with major custody, exchange and treasury systems.
Outlook
By combining improved tooling with established compliance infrastructure and a broad multichain strategy, Ripple is positioning RLUSD to be more accessible to regulated firms and payment providers. The near-term data remain mixed, but if Ripple Mint reduces operational overhead and Notabene delivers compliant rails that institutions actually deploy, RLUSD could see more consistent settlement flows across exchanges, DeFi venues and cross-border payments.
For now, market participants will watch integration announcements, pricing disclosures and any early adopter case studies to judge whether these product moves translate into lasting adoption and higher onchain transfer volume.
