California has launched an ambitious new initiative to dramatically expand the availability of electric vehicle (EV) charging stations in apartment complexes and multi-family housing communities. The 'Communities in Charge' project, powered by the California Energy Commission’s Clean Transportation Program, is injecting $56.5 million in fresh funding, targeting the installation of Level 2 EV chargers and, soon, publicly accessible Level 1 ports at residential sites across the state.

How the New EV Charging Grant Works

Organizations and property owners in California who manage or own apartment complexes, condos, or multi-family properties can now apply for substantial financial incentives to install electric vehicle chargers on their sites. Applications for this incentive program opened today at 9 am PT and will remain open until January 9, 2026, or until funds are exhausted. Each eligible Level 2 charging port installed could receive up to $8,500 in funding. Starting in October, the program further expands its reach, granting an additional $2,000 for every public Level 1 charging port installed. Tribal communities are also eligible for bonus consideration and supplemental funding, ensuring that equity and inclusion are embedded in the rollout.

Prioritizing Equitable EV Infrastructure

The Communities in Charge project places a strong emphasis on equity. Projects that benefit disadvantaged, low-income, or Tribal communities are given priority through an equity-based scoring system. This strategic approach helps break through infrastructure barriers, ensuring all Californians—regardless of their housing situation—have access to convenient and reliable EV charging solutions right at home.

Project Oversight and Administration

The initiative is led by CALSTART, a recognized authority in clean transportation incentives, with support from partners GRID Alternatives and Tetra Tech. CALSTART currently manages over $1 billion in incentives nationwide, underscoring its capacity to ensure effective distribution and impactful results for California’s electric mobility future.

Streamlined Application and Approval Process

Submitted proposals are processed through the Incentive Processing Center and evaluated in order of arrival. Projects ready to break ground immediately (Readiness Tier 1) will receive a Notice of Final Award, greenlighting them to start installation without delay. Applicants needing a bit more time (Readiness Tier 2) receive a Conditional Award and have 90 days to complete any required documentation to receive the full approval.
