Donald Trump spent hours consulting Grok, Elon Musk's proprietary AI chatbot, in a private White House meeting in December 2025 before issuing an order to arrest Nicolás Maduro.

A Time magazine report says the session occurred during a confidential meeting between Trump and Musk at the White House. According to one official present who spoke to Time, Trump asked Grok about his own presidency, his political legacy, and how Venezuelans would react if U.S. forces detained Maduro. The official said Grok replied that Maduro was a repressive and widely unpopular dictator and that a broad section of the Venezuelan public would likely welcome his fall and celebrate.

Time reports that in January of this year, following the operation to detain Maduro, citizens across Venezuela held large celebrations—an outcome that the report says led Trump to describe Grok's performance as 'very shrewd and ingenious.'

The meeting took place seven months after Musk left the Department of Government Productivity, known by the acronym DOGE, and at a time when tensions between the United States and Venezuela had reached a peak. The Trump administration had been conducting operations against drug cartels, enforcing a naval blockade, designated Maduro's government as a foreign terrorist organization, and privately planning options for his removal and control of Venezuela's oil and mineral resources. Time's reporting indicates that Grok's responses likely strengthened Trump's resolve to pursue the action.

The report also notes that the U.S. government significantly expanded its use of commercial AI models over the year. Gemini and Grok have been deployed in public services such as Medicare and in federal hiring processes, and have roles in defense applications. Other models, including ChatGPT, Llama, and Claude, have been approved for organizational tasks within government agencies.

Pentagon appointment and conflict concerns

Simultaneous with the publication of Time's report, Elon Musk was appointed to a formal governance role for the first time since leaving his previous post in May 2025. Defense Secretary Pete Hegseth named Musk alongside Palmer Luckey, founder of Anduril, and former House Speaker Newt Gingrich to lead a new Pentagon research initiative on the future of war. The appointment drew criticism over potential conflicts of interest, given Musk's and Luckey's companies' commercial defense interests, including SpaceX's work on a satellite network for the 'Golden Dome' defensive project.

The Time report is the primary source for the meeting timeline, the in-session characterizations of Grok's responses, and the descriptions of related appointments and policy developments.
