The Trump administration is reviewing a broad initiative to encourage international adoption of dollar-backed stablecoins. The plan aims to reinforce the US dollar's role as the primary global reserve currency and stimulate demand for US government debt by promoting regulated digital-dollar payment options and stablecoin infrastructure.
How Washington plans to support stablecoin projects
According to Bloomberg, the proposal envisions public-private partnerships in which the US government would back or co-invest in select stablecoin initiatives. Implementation would involve coordination among the Treasury Department, the State Department and the US International Development Finance Corporation (DFC), leveraging development finance tools to accelerate cross-border stablecoin use for international payments, remittances and trade settlement.

Competitive landscape: CBDCs and global payment rails
The push comes amid rapid progress by international competitors on digital payment systems. China has integrated its digital yuan into the cross-border Project mBridge platform, while the European Central Bank is preparing a 12-month pilot for a digital euro in the second half of 2027. These central bank digital currency (CBDC) efforts intensify the strategic importance of stablecoins and digital dollar initiatives.

David Sacks, formerly responsible for crypto and AI at the White House, said: 'Stablecoins can extend dollar dominance internationally and have the potential to create trillions of dollars of additional demand for US government debt.' Commenting on legislative efforts, Scott Bessent noted that the GENIUS law and a clear regulatory framework for stablecoins 'will help solidify the US dollar’s position as the global reserve currency.'
